How to become a nurse in Ontario when you trained outside Canada.

Quick answer

To become a nurse in Ontario, you get your education verified by an approved credential assessor, apply to the College of Nurses of Ontario (CNO), pass the NCLEX-RN (or the REx-PN for practical nurses) and the jurisprudence exam, and complete a Transition to Practice course. You also need English proficiency, recent paid nursing practice and the right to work. CNO says the process takes about 12 months.

What are the steps to become a nurse in Ontario?

There are six steps for nurses educated outside Canada. Applying elsewhere? See how to become a nurse in Canada, province by province. Some steps overlap: you can write the jurisprudence exam and take the Transition to Practice course while you wait for your registration exam.

  1. Get your nursing education verified by WES, ICAS, ICES or NNAS.
  2. Apply to CNO and meet its education, practice, English and work requirements.
  3. Pass the registration exam: the NCLEX-RN for RNs, the REx-PN for RPNs.
  4. Pass the jurisprudence exam on Ontario nursing law.
  5. Complete a Transition to Practice course, required since 1 April 2025.
  6. Register, pay the registration fee and arrange liability protection.

Step 1: How do I get my nursing credentials assessed?

CNO no longer requires everyone to go through NNAS. Since 1 April 2025 it accepts educational credential assessments from three approved providers: World Education Services (WES), the International Credential Assessment Service of Canada (ICAS) and the International Credential Evaluation Service (ICES) at BCIT. If you already used one of them for immigration, you can ask that provider to send your report to CNO. Educated in India? See the documents nurses from India need.

CNO also says it will continue to accept NNAS Expedited reports prepared by TruMerit (formerly CGFNS). NNAS uses a second processor as well, so if your NNAS file was handled by someone else, confirm with CNO before relying on it. The NNAS Expedited Service costs $750 CAD and issues its report within 5 business days of receiving your last document. Compare NNAS and a credential assessment.

Step 2: What does the College of Nurses of Ontario need from me?

You apply online through CNO's Maintain Your Membership portal. The application fee is $433 plus 13% HST in 2026 ($454 in 2027), and CNO will not start your file until it has the fee and your credential assessment. From the day CNO confirms your application, you have two years to meet every requirement, or it closes and you reapply.

RequirementWhat CNO asks for
EducationA nursing degree for RNs, or a practical nursing diploma for RPNs, recognized in any jurisdiction. A diploma that lets you work as an RN at home does not meet the RN requirement, but you may be able to apply as an RPN. Trained with a GNM diploma?
Recent practiceNursing practice, or graduation, within the past 3 years. Since 12 January 2026 it must be paid nursing work; volunteer practice no longer counts. Older than that? See SPEP.
English or FrenchAn approved test such as IELTS or CELBAN, or nursing education or practice in English or French within 2 years. See the minimum scores.
Right to workCanadian citizenship, permanent residence, or a permit that lets you practise nursing in Ontario.
Conduct and healthDeclarations and a police criminal record check, valid for 6 months.

Documents such as employment verification must come to CNO directly from your employer, school or regulator, and anything not in English or French needs a certified translation. CNO also warns applicants never to share their portal login with anyone, including exam preparation services. We never ask for it.

Step 3: Which registration exam do I write, and when?

Registered Nurses write the NCLEX-RN. Registered Practical Nurses write the REx-PN exam. If you already passed the NCLEX-RN for a US licence, CNO says you may not need to write it again: see what US-licensed nurses need for Ontario. You can only book once CNO messages you in the portal that your education is substantially equivalent. Your education is what makes you eligible, so English, recent practice and Transition to Practice can all be met after you write. Then you register with Pearson Professional Assessments, receive an Authorization to Test (on average valid for 90 days) and schedule your seat. You can write in Ontario, elsewhere in Canada, or abroad for an extra $150 scheduling fee.

CNO posts your result in the portal, in most cases within a week: see NCLEX results in Canada. The exam is the step where most applicants get stuck: in 2025, 39.6% of internationally educated nurses passed the NCLEX-RN on their first attempt for Canadian licensure, according to NCSBN. Step 4: What is the jurisprudence exam?

An online exam on the laws, regulations and CNO standards that govern nursing in Ontario. You work through a five-chapter module, then answer 50 multiple-choice questions. It is open book and untimed. The fee is $40 plus tax ($42 in 2027), you get unlimited attempts within 30 days of paying, and a pass stays valid for 5 years. Read our guide to both final steps.

Step 5: What is the Transition to Practice requirement?

Since 1 April 2025, every applicant must meet CNO's Transition to Practice requirement. Internationally educated nurses meet it with a CNO-approved online course, usually 7 to 14 weeks long with no clinical placement, which stays valid for 5 years. Eight providers are approved, including Centennial, Conestoga and Georgian colleges, Seneca Polytechnic, Toronto Metropolitan University and the University of Toronto. Each sets its own fee.

Step 6: How do I finish my registration?

With every requirement met, you pay the initial registration fee ($69 plus HST in 2026, $72 in 2027) and CNO registers you in the General Class. You also need professional liability protection of at least $1 million per claim, which many employers provide. After that, the annual fee is $368 plus HST in 2026 ($386 in 2027).

What if my nursing practice is more than three years old?

CNO's Supervised Practice Experience Partnership (SPEP) lets you meet the recent practice requirement in Ontario. CNO runs it with Ontario Health and approved employers: you complete at least 140 hours of supervised practice, more if your learning plan needs it, with an RN or NP supervising RN applicants. SPEP can meet the English or French requirement at the same time.

You qualify once you have met every other requirement except recent practice, and possibly English and Transition to Practice. Your evidence of practice must have expired no more than five years before you apply to SPEP, so your last nursing practice or graduation can be up to about eight years ago. CNO tells eligible applicants through the portal, and Ontario Health matches them with a hospital, long-term care home or home and community care organization. You can also approach those employers yourself. Past the five-year limit, you can ask CNO's Registration Committee to review your application.

How much does it cost to become a nurse in Ontario?

These are the fees set by the regulator and exam bodies for an internationally educated RN in 2026. English tests, translations and your Transition to Practice course are extra and vary.

ItemFee (CAD)
Credential assessment (NNAS Expedited)$750
CNO application$433 + HST
NCLEX-RN registration$360 + tax ($570 from 1 Feb 2027)
Jurisprudence exam$40 + HST
Initial registration$69 + HST ($72 in 2027)
Annual membership, from your first renewal$368 + HST ($386 in 2027)

Every retake costs a new NCLEX registration fee, and NCSBN does not refund exam fees. See the full NCLEX cost breakdown.

How long does it take to become a nurse in Ontario?

CNO's own guideline is about 12 months from application to registration, and your application stays open for two years. The slowest parts are usually gathering documents from abroad and preparing for the exam, which is why most nurses start studying while their documents are being checked.

Can I work as a nurse while I wait?

Possibly, in CNO's Temporary Class. You need an open application, recent practice, English proficiency, a passed jurisprudence exam, the right to work and a job offer from an approved employer such as a hospital or long-term care home. No registration exam is required to enter it. A Temporary certificate expires 8 months after it is issued. CNO's Registrar can extend it twice at most, by up to 6 months each time, and you are not eligible once you have failed the registration exam twice.
