How to become a nurse in Canada from India.
To become a nurse in Canada from India, you get your nursing education assessed, apply to the regulator of the province where you want to work, and pass its registration exam. With a B.Sc. Nursing that is usually the RN route and the NCLEX-RN; with a GNM diploma, the practical nurse route. You can do most of it from India, including the NCLEX-RN, which has test centres in 15 Indian cities.
Can a nurse from India work in Canada?
Yes. Each province licenses its own nurses, and the rules for nurses educated in India are the same as for any internationally educated nurse. India is also where most of them come from: in 2025, 4,559 of the 7,312 internationally educated nurses who wrote the NCLEX-RN for the first time for a Canadian licence were educated in India, according to NCSBN.
A licence and the right to work are separate. The regulator decides whether you can practise as a nurse; to work in Canada you also need citizenship, permanent residence or a permit that lets you practise, which come from Immigration, Refugees and Citizenship Canada. This guide covers the licence. For immigration advice, speak to a licensed immigration consultant or lawyer.
Which licence does my Indian nursing qualification lead to?
Your education decides your category. These are the usual routes in Ontario, where most nurses from India apply, and in the other provinces with clear routes for internationally educated nurses.
| Qualification | Ontario | Other provinces |
|---|---|---|
| B.Sc. Nursing | Registered Nurse (RN); write the NCLEX-RN | RN in Alberta, Newfoundland and Labrador and Nova Scotia; NCLEX-RN |
| Post Basic B.Sc. Nursing | RN if CNO finds it equivalent to a nursing degree, from your credential assessment | Each regulator assesses it |
| GNM diploma | Registered Practical Nurse (RPN); write the REx-PN | LPN in Alberta and Newfoundland and Labrador (CPNRE); RN case by case in Newfoundland and Labrador and Nova Scotia |
The College of Nurses of Ontario (CNO) asks RN applicants for a baccalaureate nursing degree, and says a diploma that lets you work as an RN at home does not meet it. GNM nurses have a full route of their own: see nursing in Canada with a GNM diploma.
What are the steps from India to a nursing licence in Ontario?
- Get your education assessed by WES, ICAS or ICES, or through the NNAS Expedited Service. CNO will not start your file without it. Compare the options.
- Apply to CNO online and pay the application fee. Your Indian employers and nursing council then send their forms to CNO directly.
- Write the NCLEX-RN, or the REx-PN for practical nurses, once CNO tells you your education is substantially equivalent. You can write it in India.
- Meet the English requirement with an approved test such as IELTS, or with recent nursing education or practice in English.
- Pass the jurisprudence exam and a Transition to Practice course. Both are online.
- Register, once you also have recent practice and the right to work in Canada.
English, recent practice and Transition to Practice can be met after the exam, so many nurses write the NCLEX-RN first. The full Ontario guide explains each step.

Get the checklistWhich documents do I need from India?
Most documents must reach the assessor or CNO from the source, not from you. Plan for these:
- Degree and mark sheets. For WES, a copy of your degree or provisional certificate and all years of your mark sheets, or a consolidated transcript. Your university sends the marks in a sealed envelope, or gives you sealed envelopes to send yourself. WES also accepts them through an NSDC digital wallet.
- Verification of registration from your state nursing council, such as the Punjab Nurses Registration Council or the Gujarat Nursing Council, if you were registered there.
- Verification of nursing practice from each hospital you worked for in the past three years, sent to CNO directly.
- English test results, sent to CNO by the test provider.
- A police criminal record check, which CNO accepts for six months from its date of issue.
- Translations of anything not in English, sent to CNO by the translator. CNO does not accept translations done by applicants.
WES and the other assessors publish their own checklists for Indian credentials, so check yours before you ask your college to post anything.
Does my nursing experience in India count?
Yes, if it was paid. CNO needs evidence of nursing practice, or graduation from a nursing program, within the past three years, and since 12 January 2026 only paid nursing work counts. Practice in India qualifies, and you must have been registered where you practised if registration was required there. Each employer sends CNO a verification of nursing practice form listing your positions and settings.
If your last practice or graduation is more than three years old, CNO's Supervised Practice Experience Partnership (SPEP), supervised practice with an Ontario employer, can cover it, as long as your practice expired no more than five years before you apply to it.
Do I need IELTS?
Usually. CNO accepts IELTS Academic or General Training with 7 overall, 7 in speaking and listening, and 6.5 in reading and writing, all in one sitting. OET, PTE Academic and CELBAN also count: see CNO's English test scores.
There is a second way. If you finished a nursing program taught in English, with real clinical hours, in the past two years, or practised as a nurse in English in the past two years, CNO can accept that instead of a test. Simulation and virtual clinical hours do not count.
Can I write the NCLEX in India?
Yes. India is one of NCSBN's international NCLEX locations, and its October 2026 list names centres in Ahmedabad, Amritsar, Bangalore, Chandigarh, Chennai, Gurugram, Hyderabad, Jalandhar, Ludhiana, Mohali, Mumbai, New Delhi, Noida, Pune and Surat. Writing at an international centre, such as one in India, adds a $150 CAD scheduling fee to the $360 registration fee, plus any local tax. Changes to an international appointment can only be made by phone with Pearson.
The NCLEX-RN registration fee rises to $570 for registrations from 1 February 2027. See how much the NCLEX costs.

These are the fees for an RN applying to CNO in 2026, in Canadian dollars. English tests, translations, courier costs and the Transition to Practice course are extra and vary.
| Item | Fee (CAD) |
|---|---|
| Credential assessment (NNAS Expedited) | $750 |
| CNO application | $433 + HST |
| NCLEX-RN registration | $360 + tax ($570 from 1 Feb 2027) |
| Writing the NCLEX in India | $150 extra |
| Jurisprudence exam | $40 + HST |
| Initial registration | $69 + HST ($72 in 2027) |
CNO's guideline is about 12 months from application to registration, and you have two years to meet every requirement. Gathering documents from India and preparing for the exam are usually the slowest parts, so start studying while your documents are being checked.
Why do nurses from India find the NCLEX hard?
In 2025, 31.6% of first-time candidates educated in India passed the NCLEX-RN for Canadian licensure: 1,442 of 4,559. The figure for all internationally educated nurses was 39.6%, and for nurses educated in Canada 86.0%. See NCLEX pass rates by country.
The content is familiar; the format is not. The Next Generation NCLEX tests clinical judgement through case studies and priority decisions, uses generic drug names, and adapts to every answer. Nurses who prepared for written exams that reward recall often know the material and still need practice in this style of question.
Can I go to another province instead of Ontario?
Yes, and two provinces name India directly. In Newfoundland and Labrador, entry-level nursing education from India meets the RN education requirement without a competency assessment. In Nova Scotia, RNs licensed in India with a Nova Scotia job offer ask the employer to send the offer to the regulator, which then explains how to apply. Once you are licensed in one province, you can transfer to another. Compare every route in nursing in Canada, province by province.

FAQ
What else do nurses ask?
Can I apply to CNO while I am still in India?
Yes. You can get your education assessed, apply to the College of Nurses of Ontario online and write the NCLEX-RN at a Pearson VUE centre in India for an extra $150 CAD. You need the right to work in Canada before you can practise.
Does my nursing experience in India count for CNO?
Yes, if it was paid nursing work in the past three years and your hospital sends CNO a verification of nursing practice form directly. Since 12 January 2026, volunteer or unpaid practice does not count.
Can a GNM nurse from India become an RN in Canada?
Not directly in Ontario, where RNs need a nursing degree; a GNM nurse applies as a Registered Practical Nurse and writes the REx-PN. Newfoundland and Labrador and Nova Scotia assess diploma nurses for RN registration case by case.
